E3R™  Emergency Response and Risk Reduction


Smaller communities face a host of issues when it comes to emergency response management and disaster mitigation:

Expanding Disaster Scenarios-Disaster mitigation plans must address a broadening array of possibilities. Traditionally, natural disasters and man-made accidents were primary concerns. But today acts of terrorism - ranging from attacks on critical infrastructure to chemical, biological and even cyber attacks - must also be addressed. The majority of the nation's critical infrastructure - refineries, power plants, reservoirs, airports - reside in smaller communities that are outside major urban centers.

Information Starvation-In the event of an incident, emergency responders need instant access to critical information, like chemical containment procedures, building plans, sewer lines, and evacuation routes to perform situational analysis and take appropriate actions to ensure the safety of residents. Correspondingly, elected officials and local administrators, by virtue of their positions, must make important decisions that may have far reaching consequences. Often the data needed to make these crucial decisions is not readily accessible.

IT Complexity-Today's advanced information technology includes sophisticated and powerful tools that can effectively consolidate and represent the vast amount of critical information needed for emergency management. But finding IT specialists that implement and provide ongoing support for these systems is a challenge.

FEMA Requirements-A recent Interim Final Rule released by FEMA requires that all states and local communities have an approved Pre-Disaster Mitigation Plan by November 1, 2003 in order to receive additional project funding. Furthermore, all state and local communities must have an approved disaster mitigation plan by November of 2004 for post-disaster assistance.
