Widespread consumer use of the Internet has set the expectation that citizens be able to access government information and services over the Web. In response, federal, state and local governments are beginning to take advantage of the Web for delivering information and services, yet there is much room for improvement. Today most government services are still people-based and paper-intensive. So why is the era of e-government lagging behind?

One answer lies simply in the huge amount of information that governments generate, update, and manage, and the difficulties of putting it online. Another is that most of government's myriad systems have been designed independently of each other, so integrating them into a cohesive whole with security and privacy is a highly complex task.
